PARKER COUNTY -- Authorities finally have a name for a strangled woman whose body was found under an Interstate 20 overpass near Hudson Oaks more than 23 years ago: Judith Madeline Kelsey.The identification was recently made after authorities matched fingerprints taken from the unidentified body to those of Kelsey, a known prostitute who had been arrested in Ft. Lauderdale, Fla., eight days prior to the Dec. 19, 1985, discovery of her body.
